Mr Taras Kachka, Deputy Prime Minister responsible for opening EU doors to Ukraine, had a brief moment of triumph. On 14 May 2025, the Ukrainian government approved three roadmaps required by the European Commission (EC) to open negotiations on European Union (EU) membership. On paper, it is an impressive package with a comprehensive action plan for reforming the rule of law, public administration and the functioning of democratic institutions. The adoption of these documents was a condition for the launch of the EU negotiation process. They define the reforms needed to meet EU criteria, including cross-cutting anti-corruption measures.
