European Commission Report Highlights Ukraine’s Gains in Governance, Reform and Resilience

It seems that the war in Ukraine has promoted the EU defence ambitions to acquire focus and ramp up its level of ambition.
When on 30 November 2021 the European Union High Representative for Common Foreign and Security Policy Joseph Borrell was unveiling a draft document of the EU Strategic Compass, it was meant to guide EU foreign policy for 5 years.
Barely three months later, Russia invaded Ukraine and many of the document’s assumptions looked out of touch with the new threatening reality in Europe.
