Ursula von der Leyen and Donald Tusk lock targets at the Russian threat, but are they using all the weapons in their arsenal?

– Poland knows the [Russian] threat better than most because of its history and foresight, noted Ursula von der Leyen (UvdL) in her part of the Katowice “Plan for Europe” speech. Touring CEE countries, she picked Poland as one of the highlights of her re-election campaign for obvious reasons – the promise that “the turning point for Europe is in Poland,” as she reiterated in the opening.

Hence, she took all the proper steps to satisfy Poland’s sense of importance – a vital electoral tactic, yet in her address, one could only wish for more potent statecraft ambitions.

Von der Leyen complimented the country’s democratic rejuvenation and reached far into Polish history – pronouncing flawlessly Józef Piłsudski’s surname, for instance, a significant achievement – to demonstrate CEE’s role in shaping the European identity.
