Despite featuring extensively in parliamentary debates and hijacking the 22 October agenda, Warsaw’s rule of law spat with Brussels is absent on paper in conclusions from the European Council. Polish Prime Minister Mateusz Morawiecki has compared the delayed approval of Poland’s recovery plans to the EU Commission launching ‘a third world war,’ further promising harsh retaliation in form of vetoes on key EU legislations like the Fit for 55 package.
While the European Parliament intends to sue the Commission if the latter fails to invoke the conditionality mechanism against Poland by 2 November, Commissioner Ursula Von der Leyen says no measures will be taken before the ECJ’s verdict (likely in early November). This is backed by comments from Poland’s opposition leader Donald Tusk who claims he has received guarantees on the funds’ approval after a pre-summit meeting with EPP leaders.
