Europe’s path to strategic autonomy has been decades in the making – now, the pressure of global competition is forcing the EU to act.
As great power rivalries intensify, the European Union faces an imperative: safeguarding the interests of its citizens in an increasingly unpredictable world.
A common foreign and security policy offers the prospect of transforming the Union from a passive participant into a strategic actor. However, the pursuit of agency is not merely a reactive response to short-term events but represents the next logical phase of European integration.
The question is not whether Europe is capable of asserting greater autonomy but whether it will seize this moment to advance the process.
