Washington's AI chip limits expose Europe's tech gap – and the fight to close it

The American decision to divide the world in terms of access to the latest AI chips is primarily an attempt to block China’s potential. However, for Central and Eastern Europe, it also poses the threat of technological stagnation.

‘World War II was decided by steel and aluminum, and followed shortly thereafter by the Cold War, which was defined by atomic weapons. The rivalry between the United States and China may well be determined by computing power,’ These words from Chris Miller’s  Chip War remain highly relevant as a new chapter in the global chip race unfolds.

In a final move before leaving the Oval Office, the Biden administration introduced a framework restricting access to advanced AI chips from US manufacturers – affecting several key allies, including Poland.
