Poland and Sweden Bet on More Than Submarines

The Orka programme deal is just a single element in the Baltic security ecosystem

Poland and Sweden signed what PM Donald Tusk called the most important agreement in the history of the Polish Navy. It would be easy to file this under naval modernisation and move on. However, that would not bring forth the gravitas of what is actually happening.

The deal, signed on 29 June 2026 in Gdynia, builds on a contract worth approximately 4.5 billion euros for three Saab A26 Blekinge-class submarines under the Orka programme. Deliveries will run to 2038, with the first boat expected around 2030-2031.
