Europe’s Pivot From Peace Project to Security Community – INTERVIEW

Mark Leonard on why Europe must reimagine itself to defend, deter and decide its own future

18 September 2025

‘Europe has many of the assets needed to exert real influence. The real question is about political will, about organisation, and about the extent to which Europeans think geopolitically and seek to use these resources strategically.’

Patryk Litwiński sat down with Mark Leonard, Director of the European Council on Foreign Relations, to explore what it truly means to ‘Recharge Europe.’

Amid Russia’s war in Ukraine, shifting transatlantic ties and growing doubts about Europe’s global credibility, Leonard reflects on how the EU must adapt. He points to Europe’s dependence on the US, the fragility of security guarantees for Ukraine, the Union’s struggle with enlargement, and the shifting mental maps of European leaders.

In his view, Europe stands at a turning point: the challenge is not only to build military strength but to reimagine the EU as a security community – one capable of defending itself, restoring trust and shaping global outcomes rather than being shaped by them.
