Experts describe the growth rate of cyber attacks, especially ransomware attacks, as a pandemic. The COVID-19 pandemic has upped the stakes, as many companies started to rely on remote working overnight. For Estonia, however, it provided a great opportunity to showcase their digital solutions in the global arena and to provide a model for how small states can shape world politics.
In the Security Council, Estonia was able to demonstrate how to use digital tools effectively, which helps to adapt global diplomacy not only with the demands of the 21st century but also with the restrictions of a pandemic.
