Beijing’s primary objective, set by the Chinese Communist Party (CCP), is ensuring “regime security.” To ensure the stability of China’s existing political system, it has to keep up with its economic development and provide welfare prospects. Above all, Beijing enshrines its sovereignty regarding foreign actors’ non-interference in China’s domestic affairs.
For years, China’s foreign policy aimed to avoid international tensions. However, as China’s economy strengthened and established more connections with other countries, the goal of forming its strategic narratives on the global stage began to take shape. Under Xi Jinping’s leadership, Beijing shifted from trying to explain and defend China’s positions within a Western-centric international discourse to actively reshaping that discourse in line with Chinese values and perspectives. Xi Jinping’s leadership is characterised by a vision of transforming China into a global power, an objective of consolidating single-man control of the party and the country since the 19th Party Congress in October 2017.
